Cyprus Revokes Citizenship from Golden Passport Investors

The Cypriot government is continuing its crackdown on the controversial “golden passport” scheme. In its latest decision, the Cabinet revoked the citizenship of six investors and 22 of their family members. This marks the second such measure in a week, following a decision last week to strip citizenship from 7 investors and 19 family members.

Since the current administration took office in March 2023, the government has made 41 decisions to revoke citizenship from a total of 150 people—41 investors and 109 family members. These revocations were based on legal requirements not being met, such as sanctions against individuals or them being wanted by authorities. The process has already been completed for 15 individuals, with their documents officially cancelled.

Hundreds of Revocations Since 2021

Since 2021, a total of 360 people—101 investors and 259 family members—have had their citizenship revoked under decisions made by both the current and previous governments. Of these, 112 cases have been fully completed, with citizenship deprivation orders issued and documents cancelled.

Under the legal framework, the Cabinet must notify affected individuals in writing before issuing a final deprivation order, informing them of their right to appeal to an independent committee. This committee advises the Cabinet on revocation matters before the final orders are issued.

The Cyprus Investment Programme, which offered citizenship to wealthy foreign investors in exchange for property investments, was suspended in 2020 following a series of corruption scandals.
